The rising cost of political campaigns has driven a movement toward campaign finance reform. Money should not determine who wins political office, proponents say. Reform groups are calling for tighter limits on contributions and voluntary spending limits on campaigns. Other groups, both left and right wing, argue that spending limits damage the political process, and that current campaign laws have helped keep incumbents in office and restrained third-party activity.
