Canada to forgive Third World loans
Article Abstract:
The Canadian government has announced a plan for Third World debt relief that would tie the forgiveness of outstanding loans to the human-rights records of recipient countries. Prime Minister Jean Chretien said that the plan is aimed at the poorest of the poor countries, mostly African nations. Canada is also calling for a more generous approach to debt relief by financial institutions including the World Bank and the International Monetary Fund.
