Caring for the elderly: LTC carrots
Article Abstract:
Most analysts agree that bolstering Medicaid programs that offer home-and-community-based services (HCBS) will be good for many elderly and disabled people. However, home-based care is generally more expensive than assisted living, and HCBS programs will only be as large as states can afford, but under the Deficit Reduction Act (DRA), states may offer Medicaid LTC coverage to consumers who exhaust their private LTC benefits.

Fixing urban schools: Retooling NCLB?
Article Abstract:
The current No Child Left Behind (NCLB) Act is criticized for being too fixated on academics. Several proposals for retooling the law are presented, which include provision of support like teacher development and extra services for low-achieving schools, also allowing the heads flexibility to take control of the school and set policies and schedules.
