'Conscience clauses'
Article Abstract:
A broad Federal conscience clause was proposed in the early 1990's to enact a government subsidized expansion plan of health insurance coverage to all Americans and this plan included a standardized package of services that the insurance would have to cover. As a result, this plan would have to allow a health care institution to opt out providing service that it objected to morally or ethically, while continuing to receive government funding.

Caring for the elderly: Turning home equity into long-term care
Article Abstract:
The need for long-term care (LTC) most often hits late in life, when savings run low and many people live on fixed incomes. Some policymakers favor encouraging elders to use their home equity to pay for in-home care as tapping into home equity can give seniors the purchasing power they need to buy either LTC insurance or home-based services they need to stay in their homes and out of nursing facilities.

Universal coverage proposals that link public subsidies to private coverage have been widely accepted. However, the political tactics are forcing the insurance companies to adopt government-sponsored expansions only.
