Serb forces continue to hold more than 100 United Nations peacekeeping troops hostage in various regions of Bosnia and Herzegovina, despite assurances from Bosnia Serb political leaders that they would be freed. US Marines rescued pilot Scott O'Grady, who had been shot down over Bosnia.

Serbs forces conquered the former 'safe havens' of Srebrenica and Zepa in Jul 1995, and they are likely to launch assaults on other Muslim enclaves such as Gorazde. The US has proposed massive air attacks, but so far the UN and NATO have vacillated on the correct course of action.

Rechner was one of several UN peacekeeping troops Serbs took as hostage to use as human shields against further UN air strikes. The air strikes were undertaken in an attempt to persuade Serbs to discontinue their bombing of Sarajevo.
