The GOP candidates recaptured both houses of Congress in the election of 1994. Most of the candidates in 1994 signed onto the 10-point 'Contract with America' that promised votes on issues including tax cuts, welfare overhaul, increased defense spending and constitutional amendments mandating a balanced budget and congressional term limits.
