Article Abstract:
Australian Prime Minister John Howard's proposal to revise the constitutional preamble represent partisan preferences and are at odds with the wishes of the electorate and the rest of the Constitution. Howard proposes to underscore the government's commitment to God, favor representative democracy over direct democracy, use troublesome language to define equality of men and women, and may limit the rights of aborigines by referring only to prior occupancy.
