The impact of Canada's first case of mad cow disease halted a sharp rise in the value of the Canadian dollar. The dollar, which surpassed the 74-cents (U.S.) level, was sent higher to a new policy of the U.S. dollar announced by U.S. Treasury Secretary John Snow.
