Funding cuts in the '80s
Article Abstract:
Infant mortality has been mainly attributed to poverty. The immediate physical cause which is low birthweight is a result of insufficient prenatal care and such factors as venereal disease can be traced to the depressed social situations affected mothers find themselves in. Thus, federal programs have been pushed to combat the problem. From the middle 1960s onto the 1980s, the government has been active in addressing pregnancies among the poor. However, financing for the programs have been depleted and not replenished in the 1990s.

Healthy Start Project
Article Abstract:
Pres George Bush has initiated in 1991 a program called 'Healthy Start' that is geared to reduce infant mortality by half within a five year period. Funds have been allocated to 15 communities to carry out the specific provisions of the program. The program has, however, been criticized for its funding source and limited coverage. Critics would want the expansion of the scope to include more communities. Congress is on its way toward approving more prenatal care bills.
