A house divided: after a narrow no win, federalists fear that the real war is only starting

The Oct 30, 1995, referendum on Quebec independence was defeated by a narrow margin, with 50.6% of voters opposing the measure and 49.4% approving it. Quebec Premier Jacques Parizeau blamed the loss on business interests and the ethnic vote. The vote makes constitutional reform likely.
