Bank of Canada Governor David Dodge is expected to take care to stay out of the headlines with drastic statements about Canada's prospects with an election call expected as early as April 2004. American central bank watchers have often suspected the U.S. Federal Reserve Board of being politically motivated in its monetary policy in the period preceding and during an election.
