The Pentagon rebuffed Montana Gov. Brian Schweitzer's request to rotate 1,500 of the state's National Guard troops serving in Iraq back to Montana to help with an anticipated fierce wildfire season. Similarly, Gov. Kulongoski of Oregon and Arkansas's Republican Gov. Mike Huckabee are worried about the long-term effects of long and frequent deployments on recruiting and retention.

The Comprehensive Methamphetamine Control Act passed by Congress in 1996 increased the penalties for manufacturing and trafficking Methamphetamine Interagency Task Force to develop recommendations to combat meth. In the same year Congress responded by passing the Methamphetamine AntiProliferation Act- included in the Children's Health Act.
