The Federal Communications Commission appears to be leaning towards allowing more customers to choose the 'caller-pays' option. Cellular phone companies say they can only compete with land-based phone service when subscribers are offered the ability to shift the cost to the caller. Some cellular industry officials expect the proposal to spur more providers to offer caller-pays options.

Small wireless firms cry foul at FCC auction

Small wireless carriers are concerned over their possible exclusion from a federal auction of airwaves due to rules that permit dominant companies to link with smaller ones. The auction could be the biggest in the history of the Federal Communication Commission, fetching $10 billion to $18 billion from 87 companies. The auction of 422 licenses is expected to help big carriers fill in gaps in some of the biggest and most lucrative markets.
