The organic and small-farm advocates are urging the U.S. Congress to implement a provision of the 2002 farm bill requiring mandatory country-of-origin labeling (COOL) for organic food for beef, lamb pork and other agricultural commodities. Advocates believe that COOL will show consumers which retailers are importing low standard organic food from abroad, whereas opponents argue that it will increase marketing costs by billions of dollars per year.
