Australia's small and medium business sector is facing problems in hiring and retaining skilled staff, as they are the key to high returns. The impact of WorkChoices legislation, which would increase the ability of smaller businesses to rise to the 24/7 commercial era through workplace agreements and creating more flexible conditions, on employment growth are discussed.
