Fixing urban schools: Congress divided
Article Abstract:
Congress is divided over certain provisions of the No Child Left Behind (NCLB) program enacted in 2002, which is up for reauthorization in 2007. Some Congressional Republicans suggest that state and localities should be handed over the responsibility of overseeing schools, while many congressional Democrats suggest a stronger federal hand in education because the state-run systems have left many poor and minority children far behind.
