Andrew Refshauge, the New South Wales health minister, has suspended a needle exchange program due to negative publicity, highlighting the political climate to which public health programs are subject. The head of the New South Wales health department, Mick Reid, released a memo in Apr 1998, suggesting supplying clean needles to young drug users was one of his department's highest priorities. A national survey shows that 13% of students polled are using more than one illegal drug.

The final draft has undergone considerable changes in political consultation and has caused controversy in the press.
