Article Abstract:
The provision of health care to all citizens has been an elusive goal for US policymakers. Debate over the best means toward its achievement continues. Some legislators believe that the government should maintain the existing private insurance system and come in as a catalyst by offering tax incentives to would-be buyers of insurance. Others would want a more direct approach through the regulation of insurance rates. Still others envision a national health insurance program in the manner of other developed nations.

Technology's role
Article Abstract:
Government and private financing in support of pregnancies among low-income families may have declined but the incidence of infant mortality has held on to its previous level. This development is attributed to the improvement in technology as far as caring for premature babies is concerned. Costs, however, have proven to be very high. About $21,000 is spent annually for the care of premature infants.
