The American occupation in Iraq will produce order, stability and basic service but it will also produce nationalism, which will be defined in opposition to its presence in the country. The Americans are staying in Iraq just long enough to get the country's services working but the political forces instead of decentralizing power, creating courts and central banks are waiting for the Americans to return home.
