Clark narrowly won reelection on May 28, 1996, in part, because he boasted that he had balanced the 1995-96 budget and would do the same for 1996-97. However, shortly after his reelection, it was revealed that there would be budget shortfalls for both years. Clark denies he did anything wrong.
