Quebec is the election issue
Article Abstract:
Although national unity is the major issue facing Canadians in the election Prime Minister Jean Chretien is expected to call in April or May 1997, it is difficult to get officials to even discuss it. The issue may be resolved if Chretien and Alberta Premier Ralph Klein co-author a new set of reform measures.

Chretien's support of former Parti Quebecois member Guy Bertrand's court challenge that asserts that Quebec does not have the right to separate from Canada unilaterally demonstrates that Chretien and his inner circle are making decisions without consulting any other individual or group.
