Iraqis Say U.S. Occupation Authority Misspends Millions in Its Awarding of Contracts

The Iraq Governing Council is trying to understand US financial policies concerning a $20 million dollar contract for revolvers and K alasnikov rifles for the Iraqi police. Thousands of these same weapons have been found in abandoned arsenals from the Saddam Hussein regime. The Council objects, also, to the training of 3 5 ,000 police officers in Jordan at the cost of $1.2 billion when they can be trained in Iraq for less money, or in France and Germany for free . Council leaders are concerned over the corruption that these business deals and contracts are creating, all at the expense of Iraqis and American taxpayers.

'New' Chief at Boeing Has Been There Before

Former Boeing president Harry C. Stonecipher has returned to serve as CEO and to replace Philip M. Condit who resigned under the glare of investigations into Boeing's contracts with the Defense Dept. and other ethical matters. While securities analysts respect his tight fiscal management style, the Society of Engineering Employees in Aerospace labor union has bitter memories of his job-cutting strategies. Stonecipher's first task is to clear the scandal created by fired CFO Michael Sears who hired a Pentagon official after the latter helped Boeing in the negotiations for a fuel tanker plane contract.

Air Force Pursued Boeing Deal Despite Concerns of Rumsfeld

Sec. of Defense Donald Rumsfeld questioned how Boeing pursued an air fuel tanker contract with the Air Force but acquisitions official Marvin R. Sambur encouraged Boeing to rush the contract's completion. Sambur had also helped Boeing with information that gave the company an advantage in securing the contract. Documents also show that Boeing CFO Michael M. Sears had assistance from chief Air Force negotiator Darleen A. Druyun who became a Boeing VP after negotiations were processed.
