Clinton budget plans reflect his politics
Article Abstract:
A scrutiny of the final FY 2000 budget proposal of Pres Bill Clinton shows that it reflects his political beliefs and represents a blueprint for his spending priorities. Many key ingredients of the budget that he will present to the Congress in Feb 2000 address critical voter concerns, such as health, the environment, community development, small business aid and tax breaks. For instance, Clinton proposes to double a tax credit for his 'new markets' community development program and will announce an empowerment zone initiative that will enable small businesses that set up in such zones to deduct up to $55,000 a year in business investment.
