Finance Minister of Canada, John Manley, reveals that despite the slim surplus forecast, it would take an economic disaster to put the federal government in a deficit position for the year 2003. It is expected that it would take two quarters of very low growth, a huge surge in the Canadian dollar, or a protracted natural disaster on a large scale for an economic deficit to happen.
