Air Canada's chief executive officer Robert Milton who is accused of masterminding the battle over the domestic and international airlines' rising landing and other user fees, is described. Officials of the Greater Toronto Airports Authority (GTAA) view this as an attack on the national airports policy, the federal government, Pearson International Airport and the city of Toronto.
