Reform to scandal
Article Abstract:
The late 1970s were marked by a drawn-out scandal involving a South Korean man-about-Washington who was the exclusive agent for rice sales to South Korea and again in the late 1980s, lobbyists received negative attention when two of President Ronald Regan's former aides were accused of violating the one-year ban on lobbying. A political upset in Congress gave new life tote old issue of lobbying reform and by the end of 1946, Congress passed the first law since 1946 regulating lobbyists, the Lobbyist Disclosure Act.
