Canada's federal and provincial governments reduced their combined deficits from $66.1 bil in 1992-93, to $32.1 bil in 1996. A new report by economists Jeff Rubin and John Lester contends that the cuts have depressed economic growth and driven up unemployment, resulting in around 500,000 job losses.
