The property-rights advocates came together in 1990s with many issues including the eminent-domain abuse, but did not make headway with most of their ambitious proposals. In April 2002, the Illinois Supreme Court restrained a state development authority from seizing a private auto recycling facility for use as a parking lot, commenting that the power of eminent domain had to be exercised with restraint.
