Young's proposed reforms for the Canadian military are largely on target. His plan to make the chief of defense staff personally responsible for actions taken under his command will force officers at all levels to accept responsibility. Public inquiries into alleged military misconduct should continue.

Canada's military, which has already downsized as a result of the Cold War's end, faces a new round of steep cuts in its pool of funds, if Paul Martin's proposed federal budget is adopted. Canada should resist the urge to disarm unilaterally.
