Hillary Clinton's views on the rights of children have set off a debate over the role of government and its relationship to families in ensuring children's well-being. Conservatives believe emphasizing legal rights for children subverts parental authority and family values, and worry that expanding legislation will further this trend. Clinton supporters see no conflict between family values and legal action, which they view as a safeguard for children in extreme situations. They have faith that the courts will not allow children's rights laws to be abused. Child advocate groups do not see the issue as one of legislation, but liberal groups tend to place more emphasis on the role of government.

The increasing number of hate crimes has generated new legislation in more than half of the fifty states. These laws require longer prison sentences for crimes that are based on prejudice against a person's race, religion, ethnic origin and sexual orientation. These sentences also apply to acts of property destruction or vandalism. The US Supreme Court has agreed to review the decision of the Wisconsin State Supreme Court which has disallowed hate crime legislation. Civil rights advocates are worried that violent crime will increase if civil liberties are recognized as a priority under freedom of speech provisions.

The economic and social implications arising from reform of the US public welfare program were discussed. Proponents of reform argue that public welfare reduces work initiatives in welfare recipients. The increasing numbers of illegitimate children and single-parent families were also attributed to the failure of the public welfare system. However, advocates of welfare programs dispute these arguments. Work-oriented welfare programs were reviewed as alternative solutions. Although it does not resolve the question of poverty, workfare gives recipients a sense of self-worth and dignity.
