Canada's middle and upper-middle income earners are organizing in opposition to further tax increases. Since 1989, the average family income in Canada has declined steadily, while taxation has increased to more than 36% of Canada's gross domestic product. Tax-averse voters support spending cuts.

Canadian Finance Minister Martin met with Liberal Party members of Parliament on Mar 27, 1996, but made little progress on reforming the GST. The Liberals promised during the last election to alter the much-despised tax. One proposal would be to unify it with the provincial sales taxes.
