The report states that to stop the transition in Iraq from coming apart, the United States needed a totally engaged commander in chief. This could be achieved if the chief would immerse in every element of the Iraq operation and would be willing to listen carefully to generals pushing them to achieve political objectives.

Exaggerating the threats

The tendency of the conservatives to exaggerate the threat posed by the repressive regimes is reported. The threat assessment must be based not on the intentions of an adversary, but on the capabilities and they should be confronted with a clear picture of the threat and not some figment of framed imagination.
