Black's empire now includes 58 daily papers, which amounts to 43% of Canadian newspaper circulation. He also has plans to increase his stake in Southam to over 50%, which would give him even more editorial control. Some worry that Black has become too powerful and Hollinger will dominate news.

Black hired veteran editor Neil Reynolds to revamp The Ottawa Citizen after Black took controlling interest of the parent firm Southam Inc. The newly-redesigned paper won praise from some media critics, but others saw Black's conservative agenda reflected in the paper's editorial page.
