U.S. NOW SIGNALS IT MIGHT CONSIDER U.N. FORCE IN IRAQ

US Deputy Sec. of State Richard L. Armitage has issued the strongest indication the US will consider sharing control of Iraq with a UN-provided multinational force under the leadership of a US military commander. The US seeks a UN mandate that would authorize US occupation of Iraq while gaining support from countries such as France and Russia. The Bush administration is indicating, also, that the cost of rebuilding Iraq will excede original financial projections since Iraqi oil production and revenue remain below pre-war levels. L. Paul Bremer III, the chief American official in Iraq, forecasts that $2 billion are needed for restoration of the electric power system, and $16 billion for new clean water delivery services.

POWELL DEFENDS DIPLOMATIC ROLE

Sec. of State Colin Powell seems more removed than ever from the center of international developments driving the Bush administration's foreign policy. Former Sec. of State James Baker has been handling interactions to convince other countries to forgive Iraq's foreign debts. Condoleezza Rice was a key player in the negotiations with Libya to cease development of weapons of mass destruction while Powell was recovering from surgery. Powell does not believe that his role has diminished. He sees his work as equally effective but not as central to headline-grabbing news stories.
