Deliberations over Canadian budgets used to be shrouded in secrecy, but Finance Minister Paul Martin wisely changed that tradition with his 1997-98 budget. He followed the example of the US, by floating major tenets of the budget and consulting interest groups before finalizing the plan.

Advice to Kim: ignore this column

Canadian Prime Minister Campbell should ignore negative press reports and columnists who seek to give her political advice. Journalists get paid to criticize and expose the faults of politicians. Campbell should not take the attacks too personally.
