A blip on the radar screen: formulation and implementation of the Medical Waste Tracking Act
Article Abstract:
The Medical Waste Tracking Act (MWTA) of 1988 shows that a widely publicized crisis can create a policy environment that stimulates new legislation but then fails to win meaningful enforcement. Public alarm over several incidents in which medical waste washed ashore in the eastern US prompted Congress to pass the MWTA quickly and to give the EPA limited discretionary power to enforce it. However, the EPA's decision to turn over implementation to the states in Jun 1991 robbed the MWTA of any lasting effect. This scenario accords with John Kingdon's 1984 model of policy formulation.

Reforming the British National Health Service: implementation problems in London
Article Abstract:
The market system and other reforms introduced into the UK National Health Service in the late 1980s and the responses these changes prompted could be instructive for US officials involved in health care reform. Establishing a market system within a state-run industry has created problems including excess hospital beds in London and has not yielded the procompetitive benefits expected. Political challenges occurred because the reforms affected certain health providers that had benefitted from the status quo.
