Russia and Ukraine - what to do with the Black Sea Fleet?
Article Abstract:
Ownership of the former Soviet Union's Black Sea Fleet is a bone of contention between Russia and the Ukraine. Both sides claim the Fleet and its bases, the Ukrainians because of their responsibility for 16.7% of the former Soviet Union's foreign debt. The Ukraine would be amenable to Russian control of most of the Fleet if Russia will agree that the Ukraine's claims are legitimate. The Crimea's political status will have to be decided on before final agreement on the Fleet is possible. A Black Sea Maritime Council might enhance cooperation.

Article Abstract:
The Cold War that guided NATO through its first 50 years has changed, and in 1999 the organization faces political instability, ethnic massacres and terrorism. In 1991 NATO expressed its discomfort with the complexities of post-Cold War politics when it stated vaguely that the Middle East presents "political difficulties." The organization's past will not act as a dependable guide for the future.
