Article Abstract:
Lewisham, England is an example of a local government undergoing changes in UK's public sector. It is a borough of 240,000 people and employs 10,000 public workers to provide the basic municipal services to its residents. While the Council is concerned with improving the services it renders at lower costs, its other agenda is centered on creating community action and active citizen participation. It also seeks to find ways to improve democracy at every level and to improve the quality of life for its residents.
