Kiev Conference: verified warhead controls

Article Abstract:

The Third International Workshop on Verified Storage and Destruction of Nuclear Warheads conducted a series of dialogues on the proposed verified nuclear warhead dismantling and inventory control within the Commonwealth of Independent States. The Dec 1991 workshop also attempted to initiate bilateral control programs between Russia and the Ukraine. However, Russian officials were adamant in demanding a mutual commitment from the US before agreeing to any outside verification.
