Annual non-compliance report drops charge on Soviet radars
Article Abstract:
Pres George Bush's final report on Soviet compliance with arms control regulations has reversed an earlier contention that the use of early warning radars to support anti-ballistic missiles (ABM) does not violate the ABM Treaty. However, the Bush report contended that the encryption of telemetry on a flight test of an SS-19 constituted a violation of an agreement which prohibits the jamming of such test flights. The same report also outlined violations of the nuclear Non-Proliferation Treaty by different countries.

CIA sheds new light on nuclear control in CIS
Article Abstract:
CIA Dir James Woolsey has clarified that anxiety over the brain drain of nuclear specialists from Russia to Western countries have no basis sice most of the migrants are specialists of basic scientific disciplines. Woolsey also assured that the CIA has not received evidence of large-scale exportation of weapons-grade materials. Woolsey stated that it was also unlikely that nuclear weapon design information have been transferred to foreign states.

DOD report sheds light on nuclear policy, forces
Article Abstract:
The Department of Defense has issued reports that convey the U.S. nuclear policy. The documents mention the clause that U.S. nuclear policy is based on the external policy of Russia. With the change in Russia's socio-political situation, the use of nuclear weapons and biological weapons has become an important issue. The report also calls for no new production of nuclear weapons in the U.S.
