Ballots, bribes, and state building in Bulgaria
Article Abstract:
The successful completion of electoral cycle dispels any residual doubts about the democratic character of the Bulgarian political system. The aftermath of such free and fair multiparty elections, it is clear that the country faces a new set of challenges, as the elections produced no clear winner and the former communists of the Bulgarian Socialist Party had hoped to capture at least 100 seats, and possibly even an absolute majority in 240-seat, but ended up winning only 82 mandates.

Bullets, ballots, and poppies in Afghanistan
Article Abstract:
The presence of an overall framework to guide Afghanistan's ongoing journey from failed statehood under the brutal misrule of the extreme Islamists and their terrorist allies to the moderate and functional democratic government is expected to bring success to rebuilding the nation. After 9/11, the reconstruction efforts by the U.S. got international support, but the whole project of securing, rebuilding and democratizing Afghanistan could fail if the challenges are not met.

Creating a constitution for Afghanistan
Article Abstract:
The Loya Jirga (Grand Council) approved the new constitution for the Islamic Republic of Afghanistan, and president Hamid Karzai signed the new document on 26 January 2004. The constitution is a step to "reestablish permanent institutions of the government", and provides a framework for the "free and fair elections" to choose a "fully representative government" that were to complete that process.
