Historical change and the administrative state: an analysis of the theoretical foundations of public administration
Article Abstract:
An analysis ofthe basis for public administration studies is presented. The analysis focuses on the theoretical underdevelopment which characterized the subject's study. Itis shown that public administration must consider relations among administrative state elements and also relations between the state and its environment without regard for time constraints. In addition, the subject's ahistorical orientation has decreased further theoretical development.

Foundations of public administration: introduction to the symposium
Article Abstract:
An analysis of the need for a world symposium on public administration and related literature on the subject is presented. It is shown that developments have focused a separation from cultural heritage considerations and a trend towards established literature for resolving administration problems. In addition, modern works are emerging without a basis in fundamentalpurpose or moral direction for administration.

Modernism, administration, and the post-progressive era
Article Abstract:
An analysis of the Post-Progressive administration in the US is presented. It is shown that theorists who advocated such an administration type considered the value of production efficiency in organizations and the development of institutions which will promote an individual's creative potential. These conditions required the development of a unified organization and leadership for public administration.
