Britain: stirrings of change
Article Abstract:
The strength of Britain's parliamentary system has carried the country through the 20th century, but the one-party rule that has prevailed over the last 20 years is threatening its effectiveness. There is a sense in the country that the UK is falling behind in the world, both economically and politically. The reign of Margaret Thatcher made evident the lack of any viable political opposition under the parliamentary structure, and has led some to call for constitutional reforms addressing the first-past-the-post method of elections. The influence of EU and world affairs on British politics is also discussed.

The new democracy of Taiwan is faced with difficult challenges, although there has been a rapid progress in the reforms process. Political consensus on the issues of the constitutional amendments and the order needs to be broadened. Political neutrality in military, civil services, and judiciary needs to be enforced. Also there is a legitimacy crisis arising out of a clash between claims about Taiwan's statehood and national identity.
