The decision made by President George W. Bush not to continue with ballistic missile negotiations which were initiated by President Bill Clinton with North Korea. The contrast with Secretary of State Colin Powell's statements is discussed.

Contradicting earlier statements by Secretary of State Colin Powell, President George W. Bush has frozen negotiations to limit North Korean ballistic missile development. Bush expressed doubt that North Korea could uphold the terms of agreements nearly reached by the Clinton Administration.
