Clinton, Bhutto seek resolution to 'Pressler' ban on F-16 deliveries
Article Abstract:
The Clinton administration has reiterated its committment to resolve the issue of 28 undelivered F-16s to Pakistan during Pakistani Prime Minister Benazir Bhutto's state visit to the US on Apr. 5-12, 1995. The US refused to deliver the F-16s under the Pressler Amendment because it was revealed that Pakistan was developing nuclear arms. The administration is pushing for either a repeal or revisions in the law. If it fails to push for changes in the law, the Clinton administration will either offer training for Pakistani troops or waive the $50,000 annual storage fee for the undelivered aircraft.

U.S. arms sales continue decline, Russia top exporter in 1995

Russia has emerged as the leading arms dealer to the developing world, capturing 39% of the market and displacing the the 1994 leader France, in 1995. According to reports, the conventional arms exports of the US have continued to drop below Cold War levels in 1995. China has been ranked as the top recipient of weapons from Russia followed by Saudi Arabia, India and Egypt. Regional markets for US weapons have decreased in value, since their post-Gulf War peaks with the US weapon sales to developing countries decreased by 76% in 1993.

US foreign military sales agreements have decreased by more than 50% as the rapid sale of US arms in the wake of the Gulf War has come to an end. The United States is still the biggest exporter of conventional arms. Israel has become the largest importer of US weapons in 1994 replacing Saudi Arabia. The United States has remained the biggest exporter in arms sales ever since the collapse of the Soviet Union in 1991.
