Deadlock continues to plague CD through final 1997 session
Article Abstract:
National representatives at the 1997 session of the United Nations Conference on Disarmament (CD) remained steadfastly divided concerning the CD's working priorities. Non-aligned nations maintained that nuclear disarmament is the main priority of the conference. Western nations which are aligned with nuclear powers promoted negotiation towards a fissile materials cutoff treaty as a main priority, together with negotiations on an anti-personnel landmine agreement. The CD rejected compromise solutions and failed, for the first time in 19 years, to set up any ad hoc negotiating committees.

Pakistan supports cutoff talks at opening of third CD session
Article Abstract:
Pakistan has expressed support for the commencement of talks on a fissile material cutoff treaty at the opening plenary of the Conference on Disarmament's third and final session on Jul 30, 1998. Pakistan's move, together with India's pledge to participate in such negotiations, eliminates a significant obstacle to starting work on a cutoff regime. The prospects for cutoff talks, however, remain uncertain despite the commitments made by India and Pakistan because all 61 members of the conference must not block, if not support, the creation of an ad hoc negotiating committee.

CD ends session without resolving divide over agenda
Article Abstract:
The issues of disarmament cover negotiations for the global ban of anti-personnel landmines, a fissile material cutoff treaty and nuclear disarmament. The Conference on Disarmament held on Jun 1997 was not able to decide the focus an any one issue. Nuclear weapon and non-nuclear weapon states have their differences on the work program of the treaty. A final session is scheduled for Jul 28 to Sep 10, 1997.
