Dial an army
Article Abstract:
The private South African security firm Executive Outcomes (EO), hired by Sierra Leone's national government in 1995, forced the rebels of the Revolutionary United Front (RUF) to negotiate an end to the country's civil war in Dec 1996. EO, through its military operations, restored stability to the country and facilitated free elections. Upon its withdrawal, however, Sierra Leone's military united with the RUF to topple the civilian government in May 1997. This episode illustrates the probable transient impacts of private security firms on civil conflicts, despite their high costs.

Central African borders are threatened by ethnic tensions and fighting inside and outside the Democratic Republic of Congo (DRC). Laurent Kabila, president of the DRC has incited violence against the Tutsi minority and has aggravated regional tensions by allying with Sudan. As allegiances shift in Central Africa, ethnic violence erupts and eclipses the drive for stability and economic development.
