Elections versus democracy
Article Abstract:
Various opinion polls regarding the Venezuelan presidential-recall-referendum indicated about 60 percent of the voters favoring President Hugo Chavez's early departure, but a year later when it was actually held, majority of the voters decided to keep the President. The experience showed the need to develop a specific legal framework that guards future recall processes against biased rule making or institutional weaknesses that distort the expression of the peoples will.

Article Abstract:
A wide variety of electoral systems are used around the world, but in the past few years the trend has been toward systems based upon greater proportionality. Ill-conceived electoral systems can undermine popular support for democratic governance, while well-designed electoral systems can help to establish systems that encourage popular participation and ensure the long-term success of democracy.

The referendum in Venezuela: One act in an unfinished drama
Article Abstract:
The supporters and the foes of Venezuelan President Hugo Chavez went into the August 2004 recall hoping for a complete and final win. The recall, which came as the culmination of more than two years of efforts by opponents of the president's self-styled 'Bolivarian Revolution' to remove him from power, resulted in a victory for Chavez.
