Mexico is most of the way to a real democracy
Article Abstract:
Mexican Pres. Ernesto Zedillo pointed out that Mexico's democratic status is different from that of Spain's after Franco's death. Spain at the time was in transition from an authoritarian government to democracy, while Mexico in the 1990s has had over 70 years of constitutional government. Thus, although the process was not smooth, the country is more than halfway in attaining real democracy. The issues have changed from legal, clean and orderly elections to fair access to media and campaign finance.

The exploding economy, coupled with the political upheavels in Europe, East Asia and North America has created a new economic order which can be both orderly and chaotic at the same time. This emergent capitalist system has among its features managed trade and military socialism.
