European Union policies and the problems of multinational enterprises
Article Abstract:
Defects in European Union (EU) policy on foreign direct investment (FDI) are causing significant problems, such as conflicts between different EU Directorates, or between the Commission and member states, or failure to address some issues. The EU should address the problem by establishing a policy that is open, stable and transparent. A pragmatic first step would involve the creation of a Foreign Investment Co-ordination Unit. Priorities include the relation between trade and FDI, national rules, competitive bidding and the contribution of FDI to EU economic and social goals.

The European public procurement rules and their interplay with international trade
Article Abstract:
Member states of the European Union drafted the Single Market White Paper to constitute the political and legal framework towards a comprehensive public procurement regulations. The framework defines and eliminates discriminatory preference of public procurement on grounds of nationality, thereby opening public market opportunities for third world countries. However, the directives that accompany the public procurement rules require further examination of the preference scheme relative to its conformity with European law and policy.
